Compensation for damage to civilians as a result of war: what are the problems

russia's armed aggression against Ukraine is the largest war of modern humanity since the Second World War. The scale of the destruction caused by the war is shocking. According to the World Bank, as of 31 December 2023, the amount of damage to Ukraine was already estimated at $486 billion.

At the same time, the civilian population is one of the most vulnerable categories.
