Lesia Baginska represented EVERLEGAL as part of a delegation to Austria at the invitation of the Austrian Energy Agency (AEA), in partnership with PAEW
The Ukrainian delegation paid a week-long visit to Austria at the invitation of the Austrian Energy Agency (AEA), in partnership with the Professional Association of Environmentalists of the World (PAEW).
The purpose of the visit was to explore how Austrian and European environmental standards are being implemented in the energy transition through practical technological and management solutions at enterprises.
EVERLEGAL was represented in the delegation by Lesia Baginska, an Associate specialising in environmental compliance and ESG regulation.
In addition to her, the delegation included representatives of business, the public sector and non-governmental organisations, including NEC Ukrenergo, DTEK, Naftogaz of Ukraine, JSC NAEK Energoatom, Kernel, Continental Farmers Group and SoftServe.
During a meeting at the Federal Ministry of Agriculture, Forestry, Climate Action and Environment, the delegation was introduced to the Austrian government’s programme for 2025–2029. Its priorities include humanitarian aid, the modernisation and reconstruction of Ukraine, and sustainable infrastructure development.
In 2024, the Austrian Ministry for European and International Affairs established a national coordination platform (National Point of Contact) for Ukraine’s reconstruction projects. On 30 April 2025, the government appointed Wolfgang Anzengruber as Reconstruction Coordinator. During a personal meeting, he outlined Austria’s approach to support and emphasised the importance of quality — “rot-weiß-rote” — in every decision, whether technological, engineering or managerial.
As Lesia Baginska notes:
“The Austrian experience convincingly demonstrates that environmental standards can become part of everyday life when there are clear regulations, responsible institutions, and systematic interaction between the state, business and communities. This is what should form the foundation of Ukraine’s reconstruction.”
The delegation also had the opportunity to visit and learn about the activities of several key infrastructure facilities:
- E. Hawle Armaturenwerke GmbH
- MA 48 (Vienna Waste Management)
- EVN Biomass Combined Heat and Power Plant
- EBS Wien, where environmental sustainability is integrated into all production processes.
This is what the modernisation Ukrainian enterprises need looks like — effective, reliable and long-lasting.
From the right perspective, the success of Austrian solutions is based on three key principles:
- clear and predictable regulation;
- consistent coordination between the state, business and communities;
- institutional responsibility for policy implementation.
