Vsevolod Volkov spoke at the IV Business & Legal Infrastructure Forum
On 22 July, Kyiv hosted the final session of the IV Business & Legal Infrastructure Forum organised by the Yurydychna Praktyka.
During the session dedicated to innovative infrastructure, Vsevolod Volkov, a partner at EVERLEGAL, gave a presentation entitled "Venture Capital: Global Experience and Ukrainian Realities".

According to Vsevolod, venture financing in Ukraine began to develop actively after the financial crisis of 2008–2009, but it remains underdeveloped due to the high risks associated with investing in start-ups and new projects.
At the same time, infrastructure projects have a different investment profile: essential services, long-term cash flow, regulated assets, protection against inflation, and financial stability against systemic risk. That is why, as Vsevolod Volkov noted, such projects are currently the most predictable for investors.
In his report, he cited examples of recent investments in infrastructure abroad and shared data on the Ukrainian market:
- IT – $462 million (65% of all venture investments).
- Defence technologies – $59 million (8%).
- Energy and green energy – $100–120 million (15–20%).
- Other infrastructure – $35 million (5% of venture capital, over 30% of PE).
- Other (agriculture, manufacturing) – less than $35 million (less than 5%).
Despite the currently small share of infrastructure projects in the total volume of venture financing in Ukraine, Vsevolod is convinced of the significant potential of this area.
‘I expect that in 2027, the share of infrastructure projects in venture financing may even surpass IT,’ the partner predicted.
