When the house is gone but the land remains: how Law No. 13174 changes property owners’ rights
On 8 October 2025, the Verkhovna Rada of Ukraine adopted Law No. 13174 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Protection of Land Rights of Owners of Real Estate Destroyed as a Result of Hostilities” (hereinafter Law No. 13174).
On 23 October 2025, the Law was signed by the Chairman of the Verkhovna Rada of Ukraine and, on the same day, submitted to the President of Ukraine for signature. (As of the date of preparation of this material, the Law is still awaiting the President’s signature.)
